Indeed, the specimen figured in Panzer´s work is likely to be conspecific with Meigen´s Hilara flavipes and would be the oldest available name for the species. However, Empis acephala has been regarded as a nomen dubium and to my knowledge has not been used as a valid name. I therefore regard it as a nomen oblitum. In addition, it is a junior homonym of Empis acephala De Villers, 1789 (itself another nomen oblitum, this time for Cyrtus gibbus, a unique species of Acroceridae and not recorded from Germany). Thus, I regard Hilara flavipes as the valid name. Note: Hilara fulvipes is a nomen dubium and cannot currently be identified. Chvala and Wagner (in Soos and Papp 1989) suggest that it might be a synonym of Hilara flavipes or Hilara rufipes (see below). I agree with this notion and provisionally place it in the synonymy of the present species. Note: Hilara rufipes is a nomen dubium. Yang et al. (2007) suggest that the name could be a synonym of Hilara interstincta, but this is unlikely, because the name "rufipes" indicates the presence of at least some red or reddish leg parts, whereas Hilara interstincta has black legs. Chvala and Wagner (in Soos and Papp 1989) suggest a possible synonymy with Hilara flavipes and I therefore provisionally place the name in its synonymy.
